on July 13 and transmitted the engrossed and enrolled copies to the                                                             
Lieutenant Governor's Office for permanent filing:                                                                              
                                                                                                                                
         SENATE BILL NO. 3 "An Act authorizing an Alaska                                                                        
         regional development organization to use the Alaska                                                                    
         Commercial Fisheries Entry Commission as an
